Can I max out my CPU 24x7?

No you may not. CPUs are a shared resource and there is simply not enough CPUs in the server to allow each VPS to have their own dedicated cores. If a VPS is found to be running at 100% usage for multiple hours at a time, we will take appropriate action to ensure other clients are not impacted. If you need dedicated resources, we recommend purchasing a dedicated server.
